Tyrone Borough Council held its first meeting for the month of June last night at the Tyrone Municipal Building.
All council members were present except for council member Virgie Werner, due to a death in the family.
During the public comment section of the meeting, residents from Schell Run Lane spoke. They had some concerns about the location of the sign along Route 453 that explains the borough’s jake brake ordinance to truck drivers. The residents say it is too loud and asked if the sign can be moved up the road on Route 453 so truck drivers can observe this ordinance. Code Enforcement Officer Tom Lang said that the borough line is right there and any further up 453 is in Snyder Township. He explained that the borough does not have any jurisdiction to place signs for ordinances in another municipality. However, he did say that since 453 is a state road, there is a chance that the borough could place it further up Route 453 due to a state right-of-way and will look into that possibility.
Schell Run residents were also concerned about the piece of land that contains the sign at the access road into the Schell Run Lane development. Residents explained that it is a school bus stop and the area is borough land. Residents explained that it needs to be mowed and litter needs to be picked up. Borough officials said that it was previously explained to them that the residents were going to maintain it. However, council said since that is not the case and it is their land, the borough will maintain this land.
Schell Run residents also were concerned if the borough was going to put the final layer of top coat on the road at Schell Run Lane. Residents said that the developer, S and A Homes said that the borough would take care of it. Borough officials said the layer of top coat is already on the road along Schell Run Lane. After their discussion, Schell Run Lane residents thanked the borough for discussing these issues with them.
Also present for the public comment section were members of the Albemarle Safety Advisory Committee expressing concerns that the borough needs to act on the sirens for disasters. It was explained by the borough that most of the sirens have been put up. However, Blair County 911 does not yet have the capability, a specific receiver to sound the tone needed for the sirens in case of a disaster other than the tone used for a fire, vehicle accident, etc. It was explained during the presentation that the tone will be different for this type of disaster. The members of this committee asked if borough officials could be present for their next meeting. Mayor Kilmartin, Borough Manager Sharon Dannaway, and new Borough Emergency Management Director J.R. Watson will be present to see if this project can move faster.
Minutes were approved from the May 14 council meeting.
It was the consensus of council to put together a pictorial display for the borough’s booth at Tyrone Community Day.
Council received a letter of request to purchase three dozen folding chairs for the railroad park building. Since the borough does not use the building for any of their functions, council denied their request.
Council approved the paving quote from Duey Paving of $3,680 to upgrade the basketball court at the Park Avenue Playground. Council also discussed that Park Avenue Playground will be closed at dusk, just as Reservoir Park is and to place signs that children 12 and under are to use the children’s playground areas in the borough.
Council approved the awarding of the stone bid to New Enterprise Stone & Lime Company. It was the consensus that New Enterprise will be the less expensive due to the fact the borough makes several trips to get stone and New Enterprise is closer.
Council approved the revised list to the street improvement program. They include Logan Avenue from 14th Street to 16th Street, Herald Street from Pennsylvania Avenue to Logan Avenue, Short Street from 5th Street to Tacoma Road, 4th Street from Jefferson Avenue to Clay Avenue, Washington Avenue from 10th Street to 14th Street, 12th Street from Washington Avenue to Lincoln Avenue, 19th Street from Hamlin Avenue to Adams Avenue, 21st Street from Madison Avenue to Adams Avenue, and 21st Street from Adams Avenue to Columbia Avenue.
It was announced that the Farmer’s Market will begin June 13.
