The death of Warriors Mark’s long-time Sewage Enforcement Officer, Joseph Hall, has led to the appointment of a new one for the township.
Chairman L. Stewart Neff said Hall died within a few days of the regular Jan. meeting. Hall of Julian, Centre County, had served in the position for more than 10 years. Neff said Hall did sewage enforcement work for 16 municipalities.
Neff said an executive session to discuss personnel issues was held with he and Don Bickle attending on Jan. 17. Neff is not required to detail the issues of an executive session. However, it can be noted it came within days of Hall’s death and the supervisors acted on the vacancy at last night’s regular meeting.
The supervisors appointed Ralph Houck of Port Matilda to be the new sewage enforcement officer for the township. Houck has been involved in sewage enforcement since 1975 and does the work for several communities.
Houck also recommended an alternate be appointed and he submitted the name of Terry Wilkinson of Osceola Mills. The board approved Wilkinson and also noted the township already has another alternate, Kerry Ohl, for sewage enforcement.
Houck said he is working to retrieve and review Hall’s records so he can learn about the sewage issues of the township and take any needed actions. He also submitted a new fee schedule to the supervisors that they approved.
Houck said the public could reach him in Port Matilda at 814-692-7111. He said he planned on submitting a monthly report to the supervisors whether he was in attendance at each meeting or not.
In other business, the board approved a conditional plan for the Liberty Heights subdivision. The proposed subdivision is a residential 139-acre project owned by Jane and Terry Branstetter of Warriors Mark.
The plan has one existing lot, 29 new ones and four non-building lots. Branstetter said engineering work began last June and the plan submitted to supervisors in October of last year.
The planned subdivision is located on Route 550 about halfway between Tyrone and Warriors Mark Village.
The board also set up a public involvement session regarding its ACT 537 sewage facilities plan update. The meeting will be held at the Warriors Mark-Franklin Fire Hall on Tuesday, March 7 at 6 p.m. The township’s regular monthly meeting is scheduled for 7 p.m. the same day.
Neff also announced the board met in executive session prior to last night’s meeting regarding possible litigation.
